I am directed to inform you that the Secretary of State for the Colonies has approved the adoption of the majority of the recommendations made by the Hong Kong Salaries Commission, 1947, relating to salaries and allowances. of the Commission's Report are available in your department for inspection.

The new terms and conditions of service will be brought into effect as from 1st January, 1947

You will have the option of either remaining on your present terms of service or of electing to come on to new terms based on the Salaries Commission's recommendations with effect from 1st January, 1947.

If you are an officer who was engaged on a five engaged on year agreement in 1945 or later, you will have the choice of five year

remaining on your present terms of service as set out in your original five year agreement until that agreement expires or is otherwise determined or of electing to accept a fresh or later.agreement, the effect of which will be as follows:

(i) In place of your original five year a contract you will be offered with effect from 1st January, 1947, appointment on probation to the permanent pensionable establishment.

(ii) The period of probation which you will be required to complete to the satisfaction of Government before confirmation to the permanent pensionable establishment will be from 1st January, 1947, until the expiry of three years from the date of your arrival in Hong Kong.

(iii) If you are confirmed to the permanent pensionable establishment, any pension or gratuity for which you may subsequently become eligible in respect of your services in Hong Kong will be calculated at the rates at present laid down in Pension Regulations B of the Pensions Ordinance, No.21 of 1932, and not at the rates at present laid down in Police Pension Regulations. In this connection it should be noted that logislation to this effect will be introduced as soon as possible. An example of how a pension is calculated under the prosent Pension Regulations B is given in paragraph 34 be low.

(iv) If you opt for the revised conditions of service your normal age of retirement will be 55 but you will be allowed to apply to retire on pension at any time after reaching the age od 45. Government will have a similar right to call upon you to retire at any time after you have reached the age of 45.

(v) If you opt for the revised terms of service, you will subject to the exigencies of the service, be eligible for vacation leave at the rate of one day for every seven days' resident service after compl ting a four year tour of duty.

(vi) If you accept the new terms of service, you will forfeit your claim to the gratuity provided for in paragraph 14 of the Schedule to your original agreement.

(vii) Other changes in conditions of service under the revised terms are detailed later in this letter.
